I have had this tank top for years. I don't even remember the last time I wore it, so I decided to make a few minor adjustments and turn it into a dress for Emrie.

Start out with a woman's tank top
Pin the shoulders at the point you want to cut them down. That spot on this tank top made the collar the right size and left the armholes just big enough. Make sure the fron and back line up when you pin it.
I used a serger, but sewing the seam together at this point would work just as well.
Now that the shoulders are finished, you will probably want to take in the sides. Again I serged mine, but sewing would work just fine as well.
You could do a couple of things at this point:
Sew the hem to the desired length {this needs to be shorter}
Or do what I did and sew an elastic waist into the middle to make it more of a jumper look.
Either way, you get a cute, cheap dress for a toddler!
